A California prison has problems much bigger than vermin and drafty cells. One institution in Chino has levels of asbestos that are approaching hazardous and the prison continues to fall into disrepair.
Reception Center-East is one part of the California Institute for Men, a correctional facility near Sacramento. As one approaches the building, the broken windows and shoddy exterior are apparent; but a bigger hazard cannot be seen at this prison. Asbestos in the dilapidated building has reached almost dangerous levels, and wear and tear is causing the situation to escalate.
Most of the buildings there today are originals, dating back to the early 1940’s. The drafty cells have had broken windows for years, letting in mold and vermin alike. The water in the building has tested positive for high levels of toxins, and air testing has confirmed that, as the building rots, more and more asbestos is introduced into the area. Some of the worst areas for asbestos in the prison include the dining area, chapel, and worst of all, the hospital wing. In 2004, a memo was sent down to inmates and staff stating that asbestos is not a problem unless a surface is deteriorating, which is the problem within the entire building.
