The decision to suspend asbestos removal until workers are covered by insurance has backfired. The projects have been on hold for almost six months. The delay is causing health risks for residents in the affected area.
November saw a halt to all asbestos related work by order of the ministry. The work has continued to stand by after they failed to reach an agreement with the treasury over insurance coverage for all parties involved in the project. Extended coverage for the workers engaged in high risk activities is being opposed by the Finance Ministry, who prefers arrangements that provide compensation in the event of injury only. The inspectors are unwilling to work without the coverage, knowing that they are putting themselves at risk for the deadly lung cancer associated with asbestos.
The ministry has refused new permits having to sue with asbestos removal until the situation is resolved. The widening of Kaplan St. in Tel Aviv was denied a permit to dismantle asbestos structures at the site. The site has fallen into disrepair following the lack of asbestos removal approval. Civil Service Administration and the treasury have received appeals from the ministry, but the insurance issue remains outstanding and the permits have been halted.
